There are 5 people who are defined in the system but when adding new user no one of them can

Hi,
We use the free version of JIRA. 5 people are defined in the system as Admin, including me. We are trying to add a new user to the system. After I entered his email, a message was displayed that the request had been sent to the Admin for approval. None of the 5 admins received such a message. How do you solve the problem? I should note that when we added a user in the past, there was no problem whatsoever.

If you haven't had issues in the past and have been allowed to either directly create users, or at least approve the creation of users, then I would suggest contacting Atlassian Support directly: https://support.atlassian.com/
