We have questions about the workaround of JRA-7657 Allow workflow transitions post-functions to update custom field values

And, the workarounds of this issue is described only JIRA Suite Utilities plug-in, do you have the workaround other than plug-in?

No. It isn't available out of the box. The jira-suite utilities plugin is free, supported, and widely used. It is also available in the ondemand version. Is there a particular reason you don't want to use it?  Atlassian has used the availability of the plugin in the past to justify not building something into the base product.

Even if Atlassian did decide to do it (and why bother when there's a free plugin already), it would be distributed as a plugin and probably have almost identical code to the JSU. All the other workflow functions are plugins that they include in the off-the-shelf product, they're no different to 3rd party plugins other thant the decision to bundle them.
