I'd love to keep the http access logs enabled even after a JIRA restart.  How do I do this?

You can enable it permanently in log4j.properties residing under JIRA_INSTALL/atlassian-jira/WEB-INF/classes directory.

Look for the following and change to ON.

log4j.logger.com.atlassian.jira.web.filters.accesslog.AccessLogFilter = OFF, httpaccesslog

Just for future reference: ON is not a valid log4j log level - use ALL instead.
