We have recently hosted JIRA locally and use SVN / Subversion as our SCM. When we create a new project in JIRA, we would like this action to also create a SVN project (one repository or multiple is fine, as long as we can ensure access control at a user level). So the idea is "create a new project in JIRA" -> "SVN project also is created", similarly when users are given access to a JIRA project, the same users should be given access to for the SVN project as well. Or when user's are added to JIRA, same users are added to SVN as well.
Any help / pointers to any existing documentation would be greatly appreciated! Preferably free plugins etc? not sure whether we can invest in something like FishEye, a small investment is fine.

Just the same Subversion web client runs embedded in JIRA. You can use it as an Atlassian's JIRA Suversion plugin alternative.
SVNFlash is free and part of DocMiner plugin for JIRA. So, you may also use SVNFlash to integrate (limited) all your versioned documents into your processes as you need (requirements, code review, or anyway you can imagine).
You might want to take a look at one of Clearvision tools, Its not an exact fit for what you are asking but may help and provide additional value:
AgileSCM - It provides an ALM and Process management solution for Jira and Subversion (also Git and Mercurial).
It has a project structure that can align with JIRA's and can re-use JIRA for authentication. AgileSCM creates repositories and manages the branching and merging of Subverison on an agile activity basis. It also has a JIRA plugin, to drive and access the information directly in JIRA.
