The JIRA layout does not allow me to mouse scroll in the filter issues list view

The only thing that controls scrolling is the arrow keys. The details view for filter issues has a scroll bar and allows mouse scrolls

I face the same issue! And it doesnt render any content in the issue-detail-panel. So i cannot browse any issue.

The behaviour between Chrome and IE is slightly different. In Chrome its sometimes possible to select an issue before the layout is disabled.

Does anybody else have this problem?
