Test step level reporting with failed steps and bug not created or associated with the failed step

We are currently using Jira and Xray for our project. We have 1000 test cases with almost 10,000+ steps. Due to our test complex nature, a test step failed is not necessarily test failed. And every step failed might not have a defect associated or created for it. As a reason, our leadership want to view a different set of metrics for this purpose. 1. We want to see all the steps that are failed in test cases and DO NOT have a bug associated or created. 2. All steps of a test cases executed but still need to retest due to failed. Can you please help us in achieving these above 2 metrics. The first metric would be really helpful for us.

Thank you for reaching out with such important questions.

Xray offers the capability to extract this data which can be fed into a BI tool. Perhaps both metrics could be achieved through GraphQL extraction but would still need extra filtering.
