JIRA Suite utilities or Service Desk?  Your title asks a different question to the body.

Anyway.  Suite utilities are a free add-on.  Service Desk is a paid application for JIRA, see https://www.atlassian.com/software/jira/service-desk/pricing?tab=self-hosted
