Subtasks move Parent through workflow then Subtasks follow

Hello, I tried finding the answer but had no luck so I thought I would ask :)
I am wanting a 2 part automation (I tried 2 separate rules but the second does not seem to work).

My workflow goes from Complete > QC Check but staff only mark the subtasks as complete
I have a rule that once all subtasks are COMPLETE the parent moves to QC Check which is working. I then had another rule that once a parent moves to QC Check, have the subtasks follow. This one was not working and I am not sure if that's because it was trying to run before the parent moved. I tried combining them into one automation but that doesn't seem to work either (the parent moves but not the subtasks).

Is it possible to do this as one rule or do I need it as 2 separate ones?

@Sandie Biasci Welcome to the Atlassian community

Can your subtasks transition from Completed to QC Check is there a transition to do that in the workflow?  If the answer is yes what are you seeing in the audit log of the automation?  Can you share a screenshot of it?

@Brant Schroeder I am very new to Jira so most things I have learnt are from forums and tutorials so please bear with me haha. If you use workflow, will it wait for ALL subtasks to be complete before moving parent and subtasks to the next column? There are 9 subtasks and all have to be completed before we want it to progress.

Here is an example where all subtasks were updated to completed and the parent moved but the rule for subtasks to follow did not run (it only ran when the subtasks were first created). Is there a way I can get it to run again later?

@Sandie Biasci Each issue in Jira will have a workflow associated with it.  In a workflow, there are statuses and transitions that connect the statuses.  What I was wondering about is the sub-task issues that are not transitioning does the status Completed have a transition to QC Check?

@Brant Schroeder I tried workflow and it did not help. 
My manager was able to reach out to Jira Support who escalated it as the first contact could not figure it out. They have come back with a response so I will post so this is now as answered :)
