We have Slack integration set up so that a notification is sent for certain issue types raised (Bug). However, if a ticket is raised as a Story by mistake and then moved to a Bug, the notification isn't sent. Is there a way to fix this? Is this by design?

This is by design. Currently, we do not have any functionality to notify on issue type change.
