We are using Jira Work Management in Premium.
We are looking for an app that:
We did find this app that is perfect but it is being glitchy Budget Dashboard: Finance, Cost and Expense Tracker for Jira
Does anyone know a similar app. We tried Tempo Expense but that makes you add the expense manually and separately, we want to add a cost to a Jira task.

I may suggest you an add-on called Time & Cost Tracker for Jira, which was developed by my team.
With this add-on you can add expenses and associate them with a Jira task or other fields, as well as you can track each task cost via issue widget.
You can export time and cost reports in CSV and Earned Value Management template format.
