Is there a way to create a bug for several projects?

No, it's generally not a good idea to duplicate data like that. When you do need to do it (And there are genuine times when it's useful, no matter what your structures), you should be doing it manually, because it's not going to happen very often and you usually want to think carefully about how you do it.

My current organisation doesn't duplicate, they simply link. The few cases where they really do need a genuine duplicate, they create a stub issue in the project and link it to the main issue in the other project.

But there's no automatic way to do it. You could, of course, write something, but I'd take a step back and think about exactly why you're duplicating it first.
