SAML using Okta (two different mail domains)

Working with an external partner who owns the Atlassian instance.  We'd like to register their team in our Okta instance and ask that everyone authenticate via Okta.  We seem to have a problem with Atlassian accepting the SAML assertion from Okta when the user is from our organization.

We've been through the Domain ownership verification exercise for both domains.

Looking for some ideas ...

When you say team, do you mean their instance? Not the individuals of the other company?
