On the "Rovo Agent actions" page of the Rovo documentation, I read that "Bulk actions in Jira are currently limited to 20 issues at a time". Does browsing existing issues, viewing their Details, or returning issue information as part of the response count as "actions" as far as this limit is concerned? For example, if I have an agent that is given one specific issue and prompted to browse all our (many) projects to find 3 similar issues -- is its browsing being affected by that limit every time?
Or is the term "actions" reserved for activity that actually modifies something in the Jira environment?

I suggest that you contact Atlassian support. They will be quick to provide you with an accurate answer.
At least for Automation everything that doesn't bring an a value or result is not counted.
