Is there an API for creating team retrospective action items from an external application? If so, can you send me a link to relevant documentation.

The short answer here is that there is no specific Retrospective API within Jira for creating action items from an external application. However, action items ("issues") can readily be created using the standard Jira REST API: https://developer.atlassian.com/server/jira/platform/jira-rest-api-examples/
Beyond the API, many external applications connect with Jira and can be used to create issues, such as Slack (https://support.atlassian.com/jira-service-management-cloud/docs/create-issues-in-slack/) and even Miro (https://help.miro.com/hc/en-us/articles/360017572434-Jira-Cards), to name a few.
If your use case is very unique and not achieved through these solutions please feel free to share more details.

The answer to this will probably depend on where you want those team retrospective action items to be created in Jira.
Out-of-the-box, Jira doesn't specifically have retrospectives or action items. @Christopher Maxwell is correct that creating regular Jira issues can be done through the API or other integrations. If you have a custom issue type in Jira that you use for your retrospective action items, you'll be able to create those through any issue-creating integration.
