Restricting who can assign a issue to a version

I'm having a problem where I want to restrict who can assign and issue to a version. I've not been able to find the answer in the documentation but I seem to remember seeing it done before. Jira 4.1.2 if that helps at all.

You need the Resolve permission and Edit permission to modify the fix Version on an issue. Check the details here.
