Is there a way to collate all the issues across projects and grab a report as a pie chart with custom fields used within esp if issues are being categorized by Industry or Vertical?
Yes. Build a filter for all the issue you are interested in, then stick a pie-chart gadget on your dashboard selecting whatever field you are using for categorisation.

Do you build the filter on a board inside of one project? Or do you do this on the system dashboard? I am wanting to do a similar thing without having to purchase an app. I wnat to be able to see issue types assigned by users across all projects.

Filters do not need boards or projects, they are what you get when you "save" an issue search.
For your report, I'd create a filter for "everything" - this is the easiest filter in the world, you just leave the advanced search box completely empty and run the search. Then click "save" above it, and then use the filter in gadgets like the pie chart (although for a large data set, you might prefer the "filter statistics" gadget)
