Rendering a Message Custom Field (for edit)

I have a "Message Custom Field (for edit)" to explain the format of how User Stories should be written:

However, when I'm creating an issue it shows up like this:

That is, the field name "Read the User Story like this:" is not rendered.

Why?

A more general question: where these things are defined? I tried looking for options at the Screen, Issue Layout and Context screen, without success.

I see the same behavior.

I see this issue fixed 2 days ago that the field didn't previously display at all on the Create screen. Maybe adding the field label was missed in the fix.

I recommend you have you Jira Administrators raise the issue with Atlassian support so a bug can be created in their backlog.
