How do we enable the Card Color menu for a Team Managed Project for a Jira Scrum Board

We have a Team managed software project in Jira Cloud. I am trying to Highlight/Color code issues that have been in a particular status for more than 2 days on the Scrum Board 

I am unable to see the Card Color menu on the left once i click the Configure Board from the  ellipses on the top right corner. 

I have admin permissions to the project. I checked with the Board admin as well and they see the same layout as I do.

Is Card Color menu disabled for Team Managed projects ? 

How does one enable it.

The card color is a company-managed project only feature, there is nothing similar in team-managed projects.
