RPC Plug-in

I'd like to setup the RPC Plug-in so I can add tasks to Jira based on events in other applications. I can't find a place to configure plug-ins.

Can you help me out here?

Or, is there a different way I can create tasks and issues outside of the user interface?

Atlassian OnDemand comes with a bundled set of plugins (and the RPC plugin is not currently included in the bundle). There is detailed info regarding this here: Atlassian OnDemand plugin policy

As for the functionality you are looking for, you may want to check out the Bonfire plugin. It is a great way to quickly create new issues in addition to a bunch of other features. More info about Bonfire is here: Bonfire FAQ
