We are planning to have specialists with access to multiple projects who would not need to focus on the project but rather on the issue they are assigned. This makes the following bar not so useful for them:
Is it possible not to have this whole bar on every issue they are browsing or can we at least hide any of the tabs as most of them would not be used and would only cause confusion? It does not seem possible for the data in each tab to be taken from several projects which is not ideal given that specialists with access to 40+ projects would not have everything in one place.

For a Work Management project you cannot customize that navigation bar that you have highlighted.
Work Management projects cannot combine information from multiple projects into one display. Each Work Management project interface displays the data for only one Work Management project.
What views are useful to your specialists?
Do you have only Jira Work Management available to you or do you also have the Jira Software product on the same site?
If you also have the Jira Software project, you could create saved filters that pull data from multiple projects, and create a separate Kanban board that is based on that saved filter. That would give you specialists at least a board displaying issues from multiple projects. That board would also have the Issues and Reports options, but not the Summary, List, Calendar, and Timeline options.
