Yes, Jira only has one project lead. I prefer the word "owner", but it's not that important, and I'd have no problem if the field allowed 2-3 owners.
Project Lead is only one of the 12 ways to give people permission in a project. Go in to the permission scheme or the project and try to add someone, you'll find groups, project roles, dynamic roles, individuals and others can be added.

In other words, if say under the Project Lead (PL) X there are 10 permission schemes per project (for 10 projects). To enable the new/additional owner Y to have the same access as (PL) X for 10 projects, we need to manually give Y to 100 (10x10) permission schemes. is that right?
