I have 3 users who are Project admins and scrum masters on a specific project, but they are unable to add users. When attempting to add users they receive a message stating "You've requested access for 1 user. they will be able to start collaborating when your admin approves their access request."

Welcome to the Atlassian community.
Your Project Admins are not able to add a person to the project if the person has not previously been granted access to your Jira instance. That is what the message means.
They are allowed to "invite" people to the project, but your User administrators have to approve giving that person access to your Jira instance.
This is an option that may have been put in place in your environment to manage the number of licenses which impacts the product cost.
That makes sense and what I was thinking that they needed to have an actual license prior to being able to be added. I also found out that if the account is suspended for any reason is another reason they are unable to be added.
