I received an email pertaining to products that were administered outside of my organization. I was wondering if there was any way to prevent these products from being created? To my knowledge, you can't prevent that. The options are described at What are my options for discovered products. Also, I went to the Atlassian public issue tracker to get some additional insights into this. There are a few open suggestions related to your question that you can vote on and add yourself as a watcher to receive notifications from now on.
