For the last 2 iterations I have noticed that will the team is voting, Jira will move to the next story. and sometimes advance thru several stories within seconds, before the team can agree to a collaborative story point value.

I believe I found the root cause. As usual- USER ERROR. (grumbling). I must have mistakenly made participants Moderators in error.
It is working now.
