This is for the Jira help desk.
We have given an individual permissions to assign and resolve tickets, but an error is given and the individual is not able to assign tickets. All other individuals do not have this issue and are able to assign tickets.

Just for us to better understand and help you with this issue, I will make some questions:
Can you send a screenshot of the error?
Is this issue happening only when the user tries to assign or when someone tries to add them as an assignee?
If you are a site-admin, can you impersonate the user and try to assign an issue?
Was this user added to the group "jira-service-desk-users" and to the role "Service Desk Team"?
