Number of users exceeded. Can't create issue!!!

When I try to create an issue, Jira gives me the following error message:

"Create Issue

You will not be able to create new issues because the user limit for your JIRA instance has been exceeded, please contact your JIRA administrators.

Create Issue

I have 10 users on my license and I have 10 users registered, not counting the system user which I regard not a real user.

This is very important to us as we can't add any issues any more.

Can you help me with this one?
