Notification based on custom field

Hi all, i have a request saying 'i only want to receive email notification of updates / create for EMEA region' :(

How is this can be done where we have a custom field 'Region'?

What about to make a filter in JIRA base on the JQL customfield= "Region" and subscribe to this filter.
