Not all labels are showed when creating a new issue

When I'm creating a new issue, I click on the "Select label" but it doesn't show all of the labels I have. It only shows one of the labels "StudyGroup". However, I have another label called "Korean".
I can't select the label "Korean" without typing its full name.
It doesn't happen every time but is this a known issue or bug?
After I posted this question I found it back to normal again.
Weird.
