No users left on company managed projects

We have several Jira projects...some are team-managed, and others are company-managed.

For some reason, we have no issue adding users to the team-managed projects, but the company-managed ones say, "No users left". 

When I look at the company-managed project we can't add users to - it doesn't look like we have 10 users on it. Any idea what else I could look into?

Are you trying to add someone "new"?

The 10 user Limit is not per project but globally for your site. So if 10 users have access to any project, even is some are only in the Team Managed project, the user limit will be reached.
