For you to receive emails when a ticket is created, you can add yourself on the event "Issue created" on the notification scheme.
Please, go to the project settings > Notifications > Actions > Edit notifications > Add. On this page, you can add only you to receive the Issue created a notification or also a group, role, for example.
Note that, if the scheme is shared with other projects, you will receive the notification for all projects that you have access.
