My web host changed servers and the MX records were swapped in the process (using G Suite.) Ever since then myself and a few other users are not recieving email notifications from Jira Issues.

Did your web host update your domain's DNS for you, or do you need to go update them manually? I would recommend checking your domain's MX records and make sure they match exactly the new MX records:
