Need to add a global label in JIRA

I need add a label value in JIRA under "Labels" so all projects can use it. I remember previous versions of JIRA allowed to add/delete label values that under Administration. I can no longer find that option. Without this, I have to go and add the label to each of my projects.

Labels in JIRA are automatically global, and there has never been an add/delete lable option, nor can you add labels to projects.

Are you sure you mean JIRA?  Confluence has space labels which fit the description you've given.
