Moving Jira to new server

When moving Jira to a completely new server and DB, does doing a restore using the XML backup essentially do this or do we need to do the XML restore AND the DB restore (using MS SQL)?

It is either/or - the XML restore will populate the database. If you are staying with the same database and can do a database-level restore, I would do that rather than the XML export and import. It will be easier and less prone to error.

Don't forget to also copy the home.dir/data to get attachments and avatars
