Missing option to edit/create workflow

I'm missing the option to edit/create a workflow. IT has granted me every permission under the sun. I'm expecting to see the pencil icon to edit under the Actions column.

did they give you sys admin permissions or project admin permissions?

You should note that your workflow schema is shared by 32 projects within Jira.  Once a project workflow is shared by another project, you cannot edit the workflows. unless you have admin privileges.

Workflows can be created via the sys admin configurations under issues, but you need sys admin permissions.
