Missing migration menu for Jira Cloud to Jira Cloud

Unfortunately this menu option (Migrate cloud site) does not appear to be in my settings -> systems.

Am I missing something? I believe I am the admin and should have full access to everything

You need to be a org/site admin in order to see those options, and you can check if you are by going to admin.atlassian.com. Here you should see your org and be able to manage users and products.

Hi David, 

I believe you're missing certain permissions or aren't a full site or organisation admin as stated in the guide: 

"You need to be an organization admin or a site admin to access the feature and perform a cloud-to-cloud migration for Jira."

I've checked this on my own cloud instance and sure enough its available on both service projects and software projects.

P.S. Do bear in mind that this feature is in beta and data loss can occur. See the warning at the top of the guide you've linked.
