Metadata at Project level

I want to apply tags to Jira software projects to identify projects that are similar (for example I have several projects I need to charge back to a stakeholder, or a security initiative). 

The category field only allows one category per project and I'd like to identify in some other way projects through various labels (similar to labels at the issue level).
