in my previous company when someone had to log time on an issue was forced to put a comment and choose a work category from a dropdown menù. I am now managing the whole Scrum/Agile/Jira/Confluence thing here at the new company and I need to implement the same functionality.
Can anyone suggest to me how to do it?

What you are describing looks like Tempo Timesheet add-on for Jira which allows to make comment mandatory and select different attributes from drop down lists.
