I am wanting to create a month-to-date or year-to-date dashboard for my project. What is the appropriate JQL for my dashboard to only account for month-to-date or year-to-date and automatically reset each new month or each new year.

What do you want that date/timeframe relative to: created date, updated date, resolved date, etc.? For any of these, you could create JQL using the date-based functions, as described here: https://support.atlassian.com/jira-software-cloud/docs/advanced-search-reference-jql-functions/
For example, the rolling year could be by checking the last 11 months prior, relative to now:
project = myProjectName
AND created >= startOfMonth(-11)
or more specifically if you wanted complete months:
project = myProjectName
AND created >= startOfMonth(-12)
AND created <= endOfMonth(-1)
ORDER BY created ASC
