I created two project on the website but when I login on the windows desktop app, my home screen says I have no new project and I cant create a new one if i wanted too through app?

@Cholo Welcome to the Atlassian community

This usually occurs when you are not using the same account on the desktop app and in the browser.  You need to check and see what account is being used in the browser and then use that account in the app.  If you are using Chrome you might be using your google account to login.
