Linking Issue Types Between 2 JIRA Projects

If a user wants to link an issue in Project A to an issue in Project B, does that user need to have permissions set up in both projects?  If so what level of permissions are needed? Thanks

Hi @Kelli Archer,

To link issues, an user must have Browse Projects permission in both projects and Link Issues permission in at least one of those projects (from which project will the user add links to the other, but ideally have this permission in both projects).

Hi Kseniia,

This worked if I added the general "users" to both projects, however I have internal customers that are not USERS, but rather PORTAL CUSTOMERS on the internal service management (help desk) project, but this user is a service desk team member and has full access to the external service management (help desk) portal.  

It does not seem that I can have the person in different groups on the different projects.  Are you familiar with this scenario, or would it be best to open a case with Atlassian?
