We have 25 people in the team and use the list view grouped by assignee to view all the tasks. Now my company want to add another 75 people. I want to keep the same list view with only my teams assignees. We have tried to tag all tasks by team and first filter in the list view by team and then group by assignee. The assignees that don't have tasks in that team still appear in the listview. My question is that how do we limit the assignees to only one team of 25 people and not have a list with 100 assignees even if they have tasks in the project (tagged to another team)?

Similar concerns have been raised in the past, but from what I can remember, there hasn't really been a solution for it. I would recommend raising this with Atlassian Support. If there is indeed a solution, kindly let us know for future reference.
Alternatively, if you're open to solutions from the Atlassian Marketplace, you'll have more options available. I'll add more information below.

JXL is a full-fledged spreadsheet/table view for your issues that allows viewing, inline-editing, sorting, and filtering by all your issue fields, much like you’d do in e.g. Excel or Google Sheets. It also comes with a long list of advanced features - including support for (configurable) issue hierarchies, issue grouping by any issue field(s), sum-ups, or conditional formatting - and works across any number of projects.
Plus, any issue grouping would only consider the values that actually exist within your sheet, like so:
