Labels Reporting NONE when labels field is filled

Can anyone help my report correct this issue?

Filter shows labels as NONE when the issue has content in the Labels Field. 

This is giving erroneous reports in the LABELS Report. 

 

project in (FY2223, ET, JUSTINTTD, EC, EES, EPDM1, ERM, ICOM, PDWF, EOP, EPDM) AND status in ("Awaiting Outside Action", "In Process", "In Progress", "In Review", "Not Started", "On Hold", On-Hold, Open, "To Do") AND resolution = Unresolved AND labels is EMPTY

HI @Jason Newman ,

 

This is the correct behavior. None means there is no labels on the ticket. If the report doesn't want to include does ones. The JQL should be modified to "labels is not empty"

I am not questioning the filter, my apologies. 
I Need to know why a project that has a label, see image 2 with EPDM as label, but it is in the results of the filter, and therefore on my dashboard report.

The ticket you are looking at is not the same one in your list. The one on your list is actually the sub-task which is PDWF-39. Add a column to your issue list called "key" and you will see this visually.

It was the child issue that did not have a tag!

I think you need to check a few things. It looks like your search should work. For the search results be sure to display the columns that specifically pertain to your search parameters. For instance, it's not obvious to me that the returned issues are unresolved. That way you can compare the results to the search.

Make sure you don't have a custom field named Labels.
