Jira : grouping all kind of issues in User Stories

I am working by a Client who is using Jira issues for both maintenance and project demands. The backlog is not business oriented and mostly the issues are technical.
So I would like to introduce user stories and regroup all kind of issues (not from the former Greenhopper agile module) under them.
Is it possible to do that ?

If you have the backlog which is not for a business project, then I assume you have Jira Software with Agile boards in it. 
So you introduce stories in scrum boards and regroup other issues as well. 
However you say, you don't want to do that. 

So what exactly do you mean by regrouping? 
Do you mean visualizing the issues in some hierarchical form or just reordering them in a some particular way?
