I have two questions regarding the use of Jira for HR purposes:
When using Jira boards to potentially share confidential employee information, is setting the board as "private" sufficient to restrict access only to those I have specifically invited? We are concerned that IT staff, who are Atlassian admins with access to the entire organization’s profiles, might still be able to view this information. We need to ensure that only the HR team has access to this data. Could you clarify how privacy settings work in this regard?
We are considering implementing a Jira ticketing system for employees to submit HR queries. Our main concern is maintaining the privacy of these tickets, as they may include sensitive information. We want employees to be able to log their own tickets and see their progress, but only the HR team should have visibility over all tickets. Is it possible for employees to only view their own submitted tickets and not those of others, while allowing HR to manage all tickets?

Answers to both of your questions will be Issue Security Schemes. Please configure an Issue Security scheme for the HR project with a Security level, say 'Confidential' that includes only those people you want to be able to see specific tickets. Add the field 'Security Level' to your screens. Set the Security level to 'Confidential' on the issues you want to hide from everyone except HR team.
