Jira connect to gitlab without repository

Hello, we use gitlab in many areas as a ticket system for work organization, which is why we have some tickets that have nothing to do with code or repositories. However, we now want to migrate these to Jira. However, the JiraConnect plugin is based on repositories. It is only triggered by commits or branches, which we don't have for most tickets. Is there a way to synchronize ONLY gitlab tickets with jira? Or also an export/import? Unfortunately the gitlab CSV export is not compatible with the Jira import.

Does anyone know a solution?

GitLab Issues/Tickets live inside a repository, so you would still need to connect to a GitLab repo.
