we have recently developed an app called getint.io, to address this particular need - to help you with the integration between Jira and GitHub (including a migration feature for those, who may need it).
In the case of integrating business with developers, you need to have the power to specify what exactly is integrated, and what is not. Let's say, by adding a particular label. You also need to sync statuses, in both directions.
With this app, you can connect your one Jira project to multiple GitHubs.
