Hello,i would like to know if is possible or is there any setting on Jira that force people to assign ticket in order for example.

If someone try to assign the ticket 03 instead 01 Jira show them some error "Unable to assign this ticket, please take in order"
You want to make sure people do not start working on a ticket when an older ticket is still unassigned?
Ik kanban a general rule is that users pick the top most item in the column and start working on that one. It is only a best practise. I'm not sure how you would enforce it technically.
Blocking the assignment won't be possible but you could use a workflow condition to prevent user to put the issue in progress. For your use-case you'll probably need a plugin that allows you to have scripted conditions.
