Can Jira be configured to allow any issue to be set to a blocked status and not have it move the issue out if its current swim lane.

I.e. all workflow steps can jump to and back from 'Blocked' status and the item stay exactly where it is in the current swim lanes?

Sorry if its a dumb question, someone in my team claims it cant be done!

Cheers

Yes, you can do this very easily.

Swim lanes are rarely, if ever, determined by status.  They are usually done by story, assignee, project, priority, component etc.

So if you change the status of an issue to "blocked", but do not touch the data that is determining its swim lane, it will move into the column that contains the blocked status, but stay in the same swim lane.
