Jira Permissions (company vs. team) projects

If this has already been answered sorry for the additional post :)

We would like all of our projects to follow a template.  I understand that the templates are based on Jira default templates, and we can't create our own templates.   However, we can create company based project that can share settings.  The problem is the only way to assign rights to create company based projects is for them to be admins.  

Is there a way to create company based projects and not assign them as a system admin?

Welcome to the community.

You need to be Administrator to create company-managed projects.

But there are apps in the marketplace.

Adding to this...

In a past Jira DC environment we used and really like the DC version of this app:

Delegated Project Creator for Jira 

It allowed us to create project templates based on combinations of Schemes. It allowed users to Request a project based on selecting one of the templates. And it allowed us to specify non-Jira Admins that were allowed to review and execute fulfillment of those requests.

I haven't looked at the Cloud version, but I really liked the DC version.
