Starting Jira DC waits for this plugin to load for 6+ minutes before giving up and continuing with the start up.
Once the Jira is up, I can see that the app is disabled.
Our firewall rule updated recently and atlassian.com is blocked.
Would that be the reason why it is not loading?

I would say you are on to something suspecting the firewall if Atlassian is blocked.
For the assistant to work you would need to allow the addresses in this doc. (you probably don't need to open everything, just the ones for Jira as this doc covers all Atlassian products)
